Pat earned his B.S. in Economics and Psychology from Saint Joseph’s University. After graduation, he moved to Washington, D.C. and joined the Public Financial Management division of the International Monetary Fund (IMF). At the IMF, Pat worked with finance ministries across the globe on a wide range of public finance and fiscal policy issues. He developed new methodologies and analytical models to assess risks to government finances.

His research interests include economic development, international macroeconomics, and sovereign debt management.
