Born and raised in Azerbaijan, Elmir is particularly interested in public finance issues of developing and resource-rich countries. Before joining SPIA, he got his undergraduate education in Economics in Baku and worked at the Center for Economic and Social Development (CESD) where his focus was primarily on Azerbaijan's budgetary policy.
